I'm pretty sure that's a recording from theater class made by Dylan,Brooks and someone else
I think its just an extend version of this clip

It’s not from the basement tapes. There’s only a 30 second clip that was released. There’s a small clip from the Losy Boys documentary and the Frankenstein roast of Dylan that’s been released
