That actually isn't him, it's some dude named David Delich who killed a police officer also in Tucson in 2008.

I quite liked his hair color, at least in comparison to what he now looks like. I'm more confused by his beard, how could he convince himself that it looked good?

There isn't much reason to preen yourself when you're in prison, and he has a bit of a baby face. Looking a little more masculine was probably in his best interests.
