Anders Brievik got 21 years in a prison cell that is more like a Travelodge. 21 years is the maximum sentence in Norway, a whole life sentence should have been the only option.

Rosie - I don't know the specifics but I think that is the max sentence they can give, but they will never let him get paroled. He was up for parole this summer and it was denied.
Andrew Golden and Mitchell Johnsons got the shortest sentences since they were so young.

You are completely right, Norway prides itself on using prison to rehabilitate instead of punish and as such it does not have any official life sentence. Anders did not get 21 years, he got 21 years with the possibility (and in reality complete likelyhood) of detention past that. He is effectively sentenced to life in prison, although the Norwegian judicial system will never say that as it conflicts with it's most basic principles.

The most recent Brazilian school shooter who killed 4 and injured around a dozen got three years in prison.

Carel Johannes Delport was given a 39-year prison sentence for killing nine people in 1992. He was eligible for release after 22 years, but I can't find any information on his current whereabouts.
