I gathered everything I could find, I think there was another case (in Latvia or in Lithuania, not sure) when a guy murdered 3 women in one day, but, unfortunately, I can't recall the name of the perpetrator.
Some news reports even described the Lihula shooting as "Estonia's first-ever mass shooting", so yeah, they are particularly nonexistent in this region.

Safronov, Aleksei killed 3 people and injured 11 in Estonia in 1996.
