Recently, I discovered a case from Argentina, about the first school shooting in Latinamerica. It was in the year 2004 and three died. Name's perpetrator is Rafael "Junior" Solich and was 15 at that time. I didnt find many information in english or spanish except this:

Basically, Rafael commited the shooting after suffered abuse in the school and home. He did it with his father's gun, since in Carmen de Patagones, every house has one. Rafael's best friend: Dante, was a suspect and targeted like the "intelectual perpetrator" but nothing was ever proved, even though he couldn't get back to the school and had to leave the town. Because both were always apart from everyone in the school, got dressed in black and listened to metal music. In the end, Rafael was not convicted for Argentina's laws cause' they say that any under-age person cant be condemned for any crime. He instead was send to a psychiatric hospital and went out a few years ago. This, was never accepted for the victims's parents and they claimed that the authorities protected and defended more Rafael than his victims. No very surprising with the awful laws from Latinamerica. The last was a scandal in Argentina that year and the people called the shooting: "Second Columbine". And now like the first school shooting in South America.

In the picture OP posted, it says a student called Dante disarmed Rafael.
Could this be Rafael's best friend Dante or was this a different Dante? I don't know how common the name Dante is in Argentina, so I'm not sure.

I believe there was a Latin American school shooting in 2003 that resulted in 1 death and 8 injuries.

There is an insanely low amount of information avalible on this case however; the most information I've been able to find has been a brief mention in this Indian news article (TEENAGER SHOOTS AT 8 IN SCHOOL ):

I appreciate the compliment, altough I must admit I don't. Finding out about obscure school shootings has been made infinity more easier with the aid of [You must be registered and logged in to see this link.] which is where I found out about Edmar.

Answering to InsaneIntruder, yes, was his friend Dante Pena the one who stopped him. According to one witness, after Solich shoot all the bullets in the first magazine, he walked away from the classroom without saying a word. Then Dante got up from his desk, looked at his classmates on the ground, and calmly walked to where Solich was, and hold him from the back. Then Solich fall in to his own knees, drops the gun and starts crying at loud.

According to the newspapers, Solich said “Today it’s going to be a great day” before getting into the classroom.

The shooting lasted for 8 to 10 seconds, and 13 shots were fired, with 3 dead and 5 injured.

It’s worth mentioning that Dante was suspected of be the plotter of the attack, but noting was proved. When the kids got back to school, Dante continued assisting for some time, with the same classmates… but later he and all his family moved out from the town.
The day before the shooting Dante supposedly said to Sandra, one of the girls that died: "Tomorrow don't go to school"
