He called 911 during the shooting while inside of the nightclub, the police were trying to negotiate with him on the phone while he was inside. I'm not sure who the second guy he mentioned was, I looked up the name and found nothing. Maybe the name he used was the terrorist's nom de guerre.

He made a reference to Moner Mohammad Abu Salha https://en.wikipedia.org/wiki/Moner_Mohammad_Abu_Salha Who carried out a suicide bombing in Syria against Syrian army forces 2 years prior to the shooting.
