the sheriff says the FBI enhanced the tape for them and sent it back. It was done so they could see if they could spot anyone besides E or D on the tape planting the bombs

You can't just make more detail appear out of nowhere though. Any "enhancement" was probably a slight sharpen filter and dicking around with the contrast.

There is no way a colorado highschool in 1999 had security cameras that recorded in the quality of the right pic in the OP. The middle likely. Also you can tell the right one is a tampered with copy because the time stamp of the recorder is gone. Not cropped out, but completely removed.
