There is no way to know for sure whether or not he honestly wanted to go target shooting. Considering what he did, I'd lean towards no.

To be honest, in my opinion, both mass shooters and school shooters never really snap. They might make excuses for owning a gun so the people around them will believe them. They always or normally plan their massacre, no matter how long or short it takes. Well, that's only my assumption...

Kip Kinkel and Trey Sesler (kinda) snapped, especially with killing their family members but showing regret for their acts shortly afterwards. They had their ideas for a while but ultimately executed them on a whim.

If I recall correctly, the 2018 Watts familicide was impulsive. I'm unsure how premeditated it was but I believe the 1988 Brom familicide case was impulsive.

I’d probably add Mattias Flink to the list even though I’m not sure if the alcohol psychosis version is true. Other than that, I think “snapping” is more common for family killers than for indiscriminate mass shooters.
Also, it depends on what exactly you mean by “snapped”. Does simply thinking or fantasizing about it count as planning?

I think Grant Amato snapped. I genuinely don't think he planned the murders beforehand. His dad kicked him out (and justifiably so), and after that he snapped. Killed his parents and then unlocked his dad's phone with his dead finger, then "Dad" texted Grant's brother to come home from work. When he walked in he was shot immediately and killed.

James “Austin” Hancock (Madison High School shooting) didn't plan to go on a shooting, and just wanted to kill himself. He stole the gun from his great-grandmother the day before and took it to school so his family wouldn't find it at home, but when a girl heard he had it and started to panic, he panicked in response, fired twice (wounding two directly and wounding two with shrapnel) before fleeing the school.

Michael Ryan. He certainly didn't have good intentions in Savernake Forest but I don't think that on that day, he planned to commit a mass shooting.

Richard Komakech, though maybe it was the alcohol that clouded his thinking and reasoning rather than his rejection.Maybe a bit of both.

Ho Chung-ming originally intended to kill himself at home, but instead ran over a pedestrian, presumably impulsively, then panicked and killed 2 more, wounding 20, before attempting suicide with knives and being arrested.
