I have heard that explanation several times lately but it doesn't make sense to me. If he had not killed anyone before his massacre, then there would have been no (or very few) police officers on campus, right? Killing random people before a massacre attempt meant that there was already a police presence in the immediate area. A crime scene would not likely be completely abandoned but an active shooting would become the clear priority and most of the officers present would quickly be diverted toward the area of the shooting. It seems like Cho managed to draw a police presence very close to the intended scene of the shooting, long before it was necessary.

I'd also like to add that, to our collective knowledge, Cho never mentioned the initial double-homicide as a way to divert police attention, therefore stating that the first two murders were devised as a way to distract the police is both highly speculative and incredibly dubious.

The second murder wasn't part of his plan. Cho shot him because he heard the gunshots and came looking.

Who knows why he shot that poor girl? Maybe he just walked into a random dorm and opened fire. I mean, the guy was crazy. His roommate thought he was schizophrenic.

Actually these videos were actually recorded weeks in advance of the shooting according to the final Virginia Tech report that was released a few years after while that article in the OP was written in the immediate aftermath. Cho recorded these videos in a motel room and a van he rented during March/early April 2007. The confusion that Cho recorded his videos after his first two murders is probably just because he worn similar clothing that he donned in his videos when he carried out the shootings. The photos he took were basically dress rehearsal as he had almost the exact same attire on him in the leaked photo of his corpse in the morgue room.
