It's everywhere on google, juste type columbine cctv or columbine cafeteria
This is the only full HQ screenshot to be released, the complete footage is probably destroyed
I have seen the photo once before, although ive never seen the video that clear

I remember seeing a copy on YouTube that, for the most part was trash quality but there were a few scenes crystal clear. I specifically remember a portion of it (3-5 seconds tops) where you could easily make out individual clumps of Dylans hair, bouncing as he stormed past tables and chairs.

The scene I was talking about was in the first clip but that is not the quality I was describing nor the one I saw.
Like I said, for those 5 or so seconds it was crystal clear. Not at all like either of the clips you linked. I'll go see if I can still find it to post here. I swear it's already been linked somewhere on the forum before, I'm sure that's how I came across it.

There are laboratories that enhance VHS tapes like that. I've seen that in a "Medical Detectives" episode of a bad gas station's CCTV and a bad ATM's CCTV image. A VHS (or analogue TV signal) can be modified to a certain extend. The NASA used those techniques to get more out of their blurred space photos. As it all comes from the same branch - police laboratories or was it even FBI? - they actually restored a bit of the tapes for press conferences and TV.
The problem with many VHS tapes is that they have been digitalized when the PC was getting cappable of doing so - the late 90s and early 2000. Back then, there was no good compression, just AVI capturerers, so they did that often for a price: lowered framerates and bitrates, mono audio etc. Then the slow internet of the 2000s made users compress it even more, and that's why we have the blurred mess of half of SD TV resolution we have to work with now
If we take the same tapes now, capture it with proper MP4 codecs and proper bitrates, even those 21 year old tapes would massively exceed the quality we know.

I preserve and restore film for a living, and you are largely correct, although one cannot really create information on an image which was never there to begin with. (While there are some cool AI tools, it's still not like CSI where they magnify the reflection in someone's glasses to reveal the murderer or whatever).
Of the Columbine CCTV footage I have seen, there is tearing on the edges of the frame, as well as interlacing artefacts, which tells us they used junk equipment to capture the VHS. It isn't so much compression that is the problem, but something called Time Base Correction and deinterlacing. One could probably get a pretty clean version now, but would need the master tape or 2nd gen.
Edited to add: I do wish people would stop uploading and sharing archive video via YouTube. YouTube destroys video. I have seen footage which has clearly been ripped from YouTube and then re-uploaded. That's a surefire way to get absolute mush.
