Government not making Audrey Hale's manifesto public knowledge.

Doesn't it seem bizarre that Audrey Hale's manifesto was kept hidden from the public for so long? Manifestos are quite literally written to be public knowledge. I find this ironic considering that things such as
-Eric Harris and Dylan Klebold's autopsies have been public knowledge
-Eric Harris and Dylan Klebold's suicide pictures have been public knowledge
-Dylann Roof's manifesto has been public knowledge
-Basically every mass shooter/killer's manifestos have been public knowledge
It raises the question why Audrey Hale in particular would have her manifesto be hidden for so long.
I would also like to mention how after her manifesto was leaked, the police department issued a statement saying that it was morally wrong for her manifesto to be leaked, and then the mayor of Nashville released an order for an investigation to find out how these documents were released

However do note; I do not believe there has been any official confirmation that this was her actual manifesto, it may be fake but I highly doubt it.*

Nashville city government confirmed the 3 pages were real.
A member of the "Louder with Crowder" staff actually met with one of the police involved.
Like any good journalist, Crowder isn't giving up the name of his source.
