Given this happening in the sticks as well as the family connections stressed in his culture, I somehow doubt that Jeff didn't recognize him. So I wouldn't consider this coincidental.

He did smile and wave to some witnesses so that may show some sort of selectiveness, but according to police Weise stated he had hostages and enough ammunition to wipe out an entire classroom which I believe was his intent, so it felt more to me that his second cousin's death was more a result of it being more reasonably likely in a tiny community like a reservation. I don't know his placement in the classroom so I can't be sure if he was singled out before any other students.

Mitchell Johnson shot Candace Porter, the girl who broke up with him shortly before the attack. He claimed his shots were random.
Michael Carneal shot a student he put on of a picture on a pin with another student with the phrase "preps suck." He also aimed randomly (but I trust his claim more.)
Andrew Wurst shot John Gillette, a teacher he never had, who called his name for winning a door prize at the school dance the shooting took place at.
Rodrick Shonte Dantzler wounded an acquaintance seemingly randomly on the road between his two crime scenes in the 2011 Grand Rapids shootings.

Yes, she was one of the first killed in the attack if i'm not wrong.
