Perpetrators who intended to kill their victims, by shooting them point blank range in the head. I don’t mean shooting them several times in random places, but delivering a coup de grâce blow to the head to ensure they don’t survive.
Additionally I might count cases when they continued to fire at the victim until they are obviously dead like in the case of Kimveer Gill killing Sousa.
If the perpetrator only targeted one specific person they may count as well.

On 23 January, 2019, Zephen Allen Xaver executed 5 women in a bank with a handgun.

During the Jokela school shooting Pekka Eric Auvinen made the principal Helena Kalmi kneel before he shot her several times in the head.

Victor Ernest Hoffman (1967) - executed eight of his nine victims with one shot to the head.

Anders Breivik and Brenton Tarrant made sure to double tap with multiple headshots, Brenton particularly.

iirc cho made sure to shoot at the people on the ground to make sure they weren't playing dead

Timur Bekmansurov finished off most of the people he fired at with additional shots to the head.

Randy Stair shot his co-workers alot of time to finish them off. Although I don't know if he aimed exactly for the head, he did shoot them multiple times to assure they were dead.
And also Juraj Krajcik shot his victims multiple times in the head for the same motive.
