Well, there are two photos and only one ID so we can safely say that they weren't both ID photos. The first one does look a lot like the Tech Club ID except in my opinion, Adam's eyes look even wider in this ID photo than they do in the photo that you posted.
[You must be registered and logged in to see this image.]I wouldn't be able to say if they are the same pictures or even if they were taken on the same day but these photos were almost certainly related to Adam's involvement with the Tech Club. The logo on the wall behind Adam says "NTV" and the Tech Club was involved with filming the school's sports games, which were aired on local television. This is what a fellow Tech Club member said about Adam's involvement with NTV.

Since these photos seem to have first been released in the "Raising Adam Lanza" documentary which involved an interview with Richard Novia, I would assume that he was the one who provided the producers with these photos but that is just my own speculation. Admittedly, it would be a bit odd for him to still have copies of the photos several years later when he left the school in 2008, but maybe he saved the Tech Club photos for the memories since he was sort of abruptly pushed out of his job after an altercation with a student.
That is my best guess.
