Anders Breivik creating enough confusion and havoc with a bomb that he was able to attack Utoya for over an hour and a half before the police arrived.

Cho killed 30 adults his own age using guns notorious for jamming, and with an increased police presence on campus due to his earlier murders. (I put some comment here about being impressed and didn't proofread it to realize how tasteless it sounded. Sorry about that, I'm an idiot sometimes.)

On the topic of absurdly young shooters someone else brought up, the youngest "rampage" (attempted) killer of I know of is an 8 year old who stabbed and injured three with a kitchen knife at Pleasantview Elementary School.

Tim Kretschmer killed 12 people in a school, successfully left the school, killed someone outside a nearby psychiatric hospital, carjacked someone, entered a car dealership and killed two more people, survived a gunfight with cops, before finally taking his own life at a parking lot.

Brenton Tarrant recording his entire first mosque attack and the car ride that lead up to it,successfully showing the killing of 44 people,as 7 were later killed at the second mosque he attacked which was not live-streamed.I believe this is the first mass shooting to ever be live-streamed publicly as the only other one I can think of was the one in Thailand about a year and a half ago but please correct me if I’m mistaken.

I get why he picked air guns and flint locks, just do some googling on German gun laws. He was due to show up to court that week because he was busted with an illegal pistol. Most of the injuries were due to smoke inhalation only five were from gunfire

That just looks like a bolt action 22lr with a one round internal magazine.
Germany has super strict gun laws  even for black powder, I am guessing he made his own but this was 2006 so the laws buying ammunition for firearms online was a bit different back then. Laws do change over time so maybe he bought the powder online too.

Pekka-Eric Auvinen and Matti Saari both being able to kill a relatively high number of amount of people with a single .22 pistol (8 and 10) while managing to be able to hold the cops off at bay and prevent them from entering their schools for some time even though the cops have better weapons and better tactics training whereas Auvinen and Saari were both basically novice shooters with little experience with firearms, though then again the same happened at Columbine. But I guess to be fair, Finland never experienced major school/mass shootings before 2007 the scale of Jokela and Kauhajoki (actually now that I think of it, wonder why the police response was basically the same for Kauhajoki? You would think they would have learned after Jokela, but I guess maybe they thought another Jokela couldn't possibly happen and hopefully it would be the only time such incident occurred in Finland) , just like how at Columbine it was the first high school shooting of its kind (high causalities and what not), so police probably weren't trained to really deal with those situations, which I guess was really just luck for both Pekka and Matti (and E/D)

The Erfurt shooter managed to kill 16 with a shotgun and a pistol, even though he just went for teachers, and only left one injured.

I think that would be the Lane Bryant shooting 16 years ago, with 5 killed. At least for "massmurder" of the kind we discuss here, I'm sure there are plenty warlords in africa who gunned down dozens of people at random villages and nobody even knows what happened because no government or laws are enforced. War in africa to me seems primarily to be random masskillings anyway, the politics is never as important as it would be to europeans or americans.
