I’m honestly not too sure I guess we’ll just have to wait until more information comes out.Personally I think the black market is a plausible explanation as well as maybe assembling the gun himself.

I’d assumed it was some guy gone mad who was in the armed forces. Aren’t there army barracks around Plymouth?
I don’t know now though if they are saying a 2 year old has also been shot.

He was posting a lot of blackpill related content so his motive may have been related to incel violence

There's a video of his corpse taken from a distance presumably a short while after he committed suicide. You can make out most of his body although the upper torso and his face is obscured by a sheet. You can make out some blood sprayed onto the pavement as well. It's definitely more graphic than photographs of Elliot Rodger's corpse for sure.
