Ronald Gay drank alcohol.
Marcus Ray Larsen (1997, Webbers Falls) smoked (the murder was instigated by a fight over Larsen's lighter.
Alexei Skachkov (1874, Yekaterinburg gymnasium) smoked.
Joseph Annunziata and Neil Simonelli (1942, William J. Gaynor Junior High School) smoked.
Blake Docter (1987, Illiana Christian High School) smoked.
An unnamed 13 year old (1993, Hausleiten Hauptschule) smoked.
If I recall correctly, Anders Breivik used performance enhancing drugs and steroids to build up muscle and keep him going as a killing machine throughout his attack.

I just want to clarify that I interpret the "recreational" part of the thread as more important than the "illegal" part so I hope no one has objections to me posting about alcohol or cigarettes.

Bastian Bosse and Matti Saari both drank alcohol.

Emile Benoist did marijuana and in an autopsy showed that he had blood‐alcohol content of 0.85
James Buquet did LSD and marijuana, before doing a drug rehabilitation program.
Denis Solovyev did hallucinogenic mushrooms, right before doing his shooting.
