Bombings are usually perpetrated by Islamic or political groups who have a clear agenda in mind. I am interested that weren't necessarily terrorist attacks, such as the Austin serial bombings. I believe the Minsk Metro bombing in 2011 also wasn't a terror attack, though I am only saying this from my memory.

EDIT: Can't believe I forgot about it, but the Bath School Bombing counts unless you consider it a very extreme form of tax protesting.
