On October 11, 2022, an attempt was made by a staff member of the clinic to reach out to Orlando H. to reschedule, but that was met with negative results.Dr. Patel advised that she was unsure, but she thought Orlando H. had two BJC psychiatry hospital stays and did not know if he was a patient at PCDC Psychiatric Care on Delmar Blvd."
"Witness Nicholas O Brien stated he first met Orlando H. on October 1, 2019. He advised he became friends with Orlando H. and stated that he was friendly and a funny person that enjoyed playing video games. He didnt notice any extremist behavior.
Witness Nicholas O Brien advised that Orlando H. did mention that he recently purchased some rifles and other guns from a private seller and then asked if he would like to go to the shooting range with him. Nicholas advised that he declined. Orlando H. mentioned to him that he had modified his rifle and he believed that Orlando H. used .223 and .559 ammunition rounds."
"Witness Christopher Baechle stated that he was the Chief Executive Officer at Cardinal Ritter Senior Services located at 7601 Watson Road., St. Louis, MO.
Witness Baechle stated he learned on today s date (10/24/2022), that former Cardinal Ritter Dietary Aide employee Orlando H. was the active shooter from the Central Visual and Performing Arts High School. He provided the agents with Orlando H. s personnel record.
Witness Baechle stated that Orlando H. worked for Cardinal Ritter as a server, and that he worked on October 22, 2022.Orlando H. was scheduled to work the following day (10/23/2022), but he was a no-call, no-show. Cardinal Ritter Senior Services attempted to call Orlando H. on the morning of October 24, 2022 (Active Shooter incident) to see if he would be at work for Monday s shift. The phone call went unanswered. Witness Baechle advised that the only complaints he heard regarding Orlando H. was his occasional work attendance issues. Other than that, he was thought of as being a relatively good worker."
"Witness Elvana Mihal stated that she has worked as a receptionist in the dietary section for Cardinal Ritter Senior Services for approximately thirteen years.
She stated that she met and got to know Orlando H. when he worked as a server in the dietary section. She described him as very quiet, but quick and a good worker
Witness Mihal stated that the last time she saw Orlando H. was on Friday (10/21/2022) and Saturday (10/22/2022). She stated that Orlando H. gave her a ride home on Saturday and told her that he wasn t coming back. She told Orlando H. that he shouldn t quit because it was a good job for him. Mihal stated that she didn t understand what he meant when he told her he wasn t coming back or why he was quitting.
Witness Mihal described Orlando H. as often being down and suffering from depression. She knew that he took
medication for his depression. Mihal advised that Orlando H. shared with her that he did not have a good relationship with his mother, and he often kept to himself.
Witness Mihal was not aware of Orlando H. being angry with anyone, but remembered that he may have told her that he was having problems with people while in school. She stated she could never imagine him doing something like this and they never discussed guns or anything like that.
Witness Mihal advised that she was aware that Orlando H. had a crush on her and recalled that he bought flowers and chocolates for her. From time to time, Orlando H. would drive her home from work, so she didnt have to walk. Mihal denied being in a relationship with or dating Orlando H.
Witness Mihal advised that she was forty-six years of age and told Orlando H. that she had a boyfriend. She further advised that she did not believe that her rejection of him would cause any of his issues."
"Witness Scott Parkinson stated that he was the Facilities Administrator since June of 2022. He stated that he has known Orlando H. since June of 2022, and described him as being quiet and one that kept to himself. He advised that he heard through other Cardinal Ritter employees that Orlando H. had been harassed in the past, had issues on a public bus and a bad home life.
Witness Parkinson advised that Orlando H. resided with his mother and sister, and that none of his family members attended his graduation. He stated that he heard that Orlando H. attempted suicide approximately six months ago. Witness Parkinson advised that Orlando H. socialized with Cardinal Ritter employee Shaunta Tomlin. Tomlin gave Orlando H. rides to work.
Witness Parkinson stated that he last saw Orlando H. at work on Thursday, October 20, 2022. He advised that he saw Orlando H. clock in/out for work on Saturday, October 22, 2022. He stated that Orlando H. did not show up for work on Sunday, October 23, 2022. He advised that Cardinal Ritter attempted contact with Orlando H. on Monday, October 24,2022 (morning), verifying his work status, but the attempt to contact him was to no avail."
His mom was notified at 4:15 that her son was the shooter
"Parent/Witness Tanya Ward stated Orlando H. graduated from Central Visual and Performing Arts High School back in the spring of 2021. She stated that he worked at Cardinal Ritter Senior Services as a Dietary Aide (worked in the
cafeteria). She stated that Orlando H. enjoyed working with the senior citizens and listening to their stories. Ward advised that Orlando H. s high school experience for the first two years was normal, but then things changed after COVID. It was as if his heart wasn t in it anymore after he went back to school after being out of school for an entire year.Ward advised that Orlando H. graduated on time in 2021, but before he graduated, he had an altercation with a teacher. When asked who the teacher was and what the altercation was about, Ward was unable to provide a lot of information. She thought that Orlando H. just did not like the teacher. She did advise that the teacher was a male and that he was an academic teacher, possibly teaching science, math, or history. Ward further stated that Orlando H. loved band in school. Ward advised the Special Agents that Orlando H. attempted suicide three times. The first time was in August of 2021approximately two weeks before he was scheduled to leave out of state for college. She stated that he slit his wrists and left a note at his job. His co-workers found it and called the police.
Orlando H. was transported to Barnes Jewish Hospital and placed in a psychiatric facility on Delmar Boulevard, and he stayed there for a period of time. Ward advised that eventually Orlando H. would be released from the facility, and due to his psychiatric enrollment case, he now had a therapist who saw him regularly.
Ward advised that the second time he contemplated suicide was during the holidays in 2021, possibly around
Thanksgiving. She stated that during one of their sessions, Orlando H. told his therapist that he had thoughts of harming himself. The therapist told her to have him admitted and she did so. She stated that the hospital did not keep him long, because he was out before Christmas.
Ward advised that the third time Orlando H. attempted suicide was approximately between the months of April and June of 2022. She stated that Orlando H. drank anti-freeze and went to the hospital immediately. After he was released from the hospital, Orlando H. advised Ward that he was not going back to the hospital and stopped contact with the therapist.
Ward advised that on or about October 15, 2022, her youngest son, called her and told her that two packages arrived at the house from various gun and ammunition places and that the packages were addressed to Orlando H.Ward stated that when she arrived at the house, she took the packages and hid them. She would later discover that Orlando H. received emails from the companies he had purchased the items from, and they asked about the packagesarrival at the house.
She stated she tried to lie and tell Orlando H. that the packages did not arrive. Then her daughter Noneeka Harris was able to open the packages and discovered that Orlando H. purchased a body armor vest, magazine holsters and
magazines. She (Noneeka Harris) went to Orlando H. s bedroom and searched it. She found an AR rifle in an old TV Box. After learning what was in the packages, Ward stated she checked Orlando H. s bank account and found more purchases for tactical gear and firearms. She also discovered that Orlando H. went to a gun show.
Ward advised that with all the above information gathered, she decided to call the St. Louis Metropolitan Police
Department. Crisis Intervention Officers responded to her residence.
They collected information and informed Ward that they could not take the gun away from Orlando H. After being advised this, she thought of family members who could assist her with her dilemma and take the gun away. Immediately Orlando H. began to argue with her that he worked hard to earn the money to purchase the gun and that he wanted to keep it.Orlando H. decided that he would appease his mother and the entire family. It was decided that Orlando H. would purchase a storage facility and store his gun and all the other tactical gear, to include ammunition which would arrive at the home later in the week at the storage facility.
It should be noted that Ward had access to Orlando H. s bank account and during the interview she showed Special Agent McKenzie and Special Agent Field bank transactions which referenced the purchases she had spoken of (anything referencing weapons and police gear).
Ward then advised the Special Agents about his sleeping hours and his modes of transportation.

Upon Special Agent Zwiesler s arrival at the storage facility, access was gained into the storage unit by drilling out the lock.
It was discovered that the unit was completely empty, and nothing was seized. The search was completed at
approximately 3:45 P.M.

[You must be registered and logged in to see this image.]On Tuesday October 18, 2022, Tanya Ward advised that Noneeka Harris drove her brother to the storage facility (Extra Space Storage), located at 7730 Watson Road, and placed the firearm and all the other items in the storage locker.Noneeka Harris had a conversation with her brother (Orlando H.). She tried to speak with him about whatever it was that he was going through. Orlando H. stated he had the firearm to shoot at the range.
Tanya Ward advised that relative to BJC Mental Health Resources, she never received any paperwork relative to his sessions because he was an adult. She also advised that she never received anything relative to his past care at BJC
