Strange picture of Rachel

Does anybody have any background info on this picture?
It almost looks as if it was taken by a traffic cam but I wouldn't see how that could have been.

I found this on a tumblr blog 3 to 4 years ago.I've long ago forgotten which one.I don't know where the picture originally came from or how it was released but its been out there for some years now.
