States that have never had a mass shooting

What US states have never had a mass shooting? I cannot find anything for Delaware (the oldest state), and Rhode Island and Providence Plantations (the official full state name).

Sorry to be that person but what are we counting as a "mass shooting" ?

Here are some for North Dakota but a few are questionably labeled though.

More than 4 murdered (excluding the perpetrator) and where guns were used is typically called a "mass shooting" according to the FBI. So technically, Randy Stair committed triple homicide, not mass murder.

This is rather arbitrary IMO. The number of killed and injured shouldn't be an element of the definition. We don't have a minimal number of people for someone to commit genocide or a terrorist act. it's the intent that matters.
