That they were planning to shoot people running into the parking lot seems to me an artifact of assuming the bombs failed at 11:17, which comes from Dylan's (contradictory) notes, not from physical evidence like the bombs themselves. Running out of the library seems a lot more plausible to me, given that starting from the cars is a myth, but starting next to the library emergency exit is not. They also kept telling everybody to get up and flee to shoot them - as if they had expected them to before, and the emergency exit was their only place to go.
I feel most likely it had an impact for a few reasons. Late April 1998 is our first references to the massacre from Eric with both of them. February is when Dylan first mentions it. You've got Jonesboro in between.
Also, they were familiar with the game Redneck Rampage, a humorous Duke Nukem 3D clone, which follows a two-man team of shooters in Arkansas.
Though, of course, they had bombs, which I suspect is why things like e. g. police response were so different.
