Yes, I think that's exactly what happened. I think Eric started sawing it off at that point and then realized that the handle would be way too small. This is why I believe he had duct tape all around the handle - to tape up where he originally started sawing that way the wood didn't crack/break any further. And he probably thought the duct tape would help soften the kick-back too.

It's possible, but as far as we know, the first time they ever fired these shotguns was at Rampart Range and he had already had the duct tape on it by then. So this is why I tend to believe he started sawing it, realized it was way too short, then decided to saw it in a new place.
But, we'll never know for sure and all theories are logical.
